Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all," y: K5 T% b% p) S/ T. U
and I found it very annoying, people just looking around on others.
