Following Ali Al Faraj's takeover of the struggling club, the Saudi Arabian businessman has acted swiftly to make changes to the management structure.
Grant has been handed the role of director of football and will work in tandem with manager Paul Hart as the club aim to climb off the bottom of the league.
"I am happy to return to the best league in the world, the English league," Grant told an Israeli sports website, adding he had a signed a three-year contract.
The 54-year-old is well known to Portsmouth, having worked at the club as technical director in 2006, and he will take up his new role on Monday.
