you should not be able to download the whole website with any software you use
because with good security, you should not be able to access the original web server that people are using...
for example, if you want to download the www.yahoo.com
the only way is to access the web server with "root" or "administrator".
The reason is because the scripts or other files (except the html file) are stored in different folders and normal users would not have access to those folders.
Normal html files should be stored in another folder which has different permissions setting so that normal users can access the file.
Generally, if you want to look at the source code of the html page, you can just simply go to your browser.
if you're using "IE", you can just go to "view" and then "code" for viewing the source code of the html page.
