because it takes some time for the network card to communicate with the modem
it needs some time for your computer to get an ip address
when you turn on your internet explorer, it will try to connect to the interenet...
but because the network card is still getting an ip address...so the computer is loading slowly...
just wait then it will come up fine
or next time, turn on your modem first
so when the computer first boot up, it will check with the modem and get an ip address immediately instead of waiting
